Migrate Office 365 to Office 365 in 6 Steps
Six screens of the Office 365 migration tool from setup to the final report. Select a step to see its screen. The full walkthrough sits in the Software Guide.
Step 1. Select Microsoft 365 as Source and Destination
Install PCVITA Office 365 to Office 365 Migration Tool on Windows and open it. On the Setup screen select Microsoft 365 under Source and Microsoft 365 under Destination.
Step 2. Choose Workloads and Date Filter
Under Workload selection tick Email, Document, Contact and Calendar. Unticked workloads stay behind. Tick Date Filter on a workload to set From and To dates. Open the Groups tab for group data. Then click Next.
Step 3. Validate the Source and Destination Admin Accounts
On the Source tab enter the Global Admin Email and the Application ID from the Azure portal and click Validate. Read permissions for users, emails and documents show green. Click Next, repeat on the Destination tab and the write permissions show green too.
Step 4. Add Users From a Fetch or a CSV
On the Users tab click Fetch Users and the tool lists every source user through the Graph API. For a mapping file, click Download Template, fill the Source User and Destination User columns in Excel and click Import Users. Missing destination accounts come from the optional Create User step.
Step 5. Validate Users and Start the Migration
Tick the users in the list or search for them and switch on Show Selected. Star the users that go first. Click Validate, wait for Validation complete and click Start Migration. Office 365 migration tool shows the licence count before the job starts.
Step 6. Track the Dashboard and Download Reports
Dashboard cards show Pending, In Progress, Completed and Completed with errors counts, with a list view and per user email and document reports. Save a summary report as CSV or a detailed report as ZIP. Open the post migration actions for failed items, a full repeat or a delta pass.

Why the Native Cross Tenant Route is Hard Work

PowerShell Setup on Both Tenants
Microsoft’s cross tenant route needs a migration endpoint, an organization relationship on both tenants and a MailUser object in the target tenant for every user with a matching ExchangeGUID, all created in Exchange Online PowerShell. PCVITA Office 365 to Office 365 Migration Tool needs two admin sign ins with an Application ID and a CSV of users.

Extra Licences or the Move Fails
Microsoft states that every migrated user needs an Exchange Online licence in both tenants plus a Cross Tenant User Data Migration licence. Without it the migration fails, with no exceptions. Not Everything Moves Across
Only user visible mailbox content moves on the native route. Microsoft lists the Outbox, the Teams chat folder, mailbox signatures, Microsoft 365 Groups and mailbox and calendar permissions as items that do not migrate. PCVITA tool moves mail, contacts, calendars, tasks, categories and OneDrive documents with their document permissions.

Source Mailbox Deleted After the Move
After a successful cross tenant move Microsoft deletes the source mailbox and converts the user to a MailUser. Mailboxes on any hold are blocked from moving at all. PCVITA tool reads the source with read permissions only, so the source tenant stays as it is until you retire it.
Prepare Before Using the Migration Tool
Seven checks before the first migration. Tick them off before the first job.
- Create the destination users in the destination admin account before the job starts. Create User on the Users tab adds any that are missing, with a default password.
- Register an app in the Azure portal for both admin accounts and note both Application IDs. Project creation steps are linked from the Software Guide.
- Fix the destination domain name, domain.com, onmicrosoft.com or a hosted domain, before you start. Licences are consumed on that name and cannot move later.
- Install Microsoft .NET Framework 4.6 and the Visual C++ Redistributable (2015 to 2022) on a 64 bit Windows machine with 8 GB RAM and 5 GB free disk space.
- Allow the activation server through your network firewall, as the Software Guide notes, so the licence activates on the migration machine.
- Add licences in the destination tenant for every mailbox you move. Microsoft lists this step first in its tenant to tenant guidance.

Time and Throttling Check Before You Plan the Cutover
- Microsoft’s own figures for a cross tenant move put mailboxes up to 10 GB at 1 day and mailboxes of 100 to 200 GB at 3 to 6 days.
- Migration service throttling limits simple Exchange and IMAP migrations to 20 mailboxes at a time by default and 100 at most after a PowerShell change.
- Microsoft advises third party tools that use Exchange Web Services impersonation, because throttling under impersonation stays isolated to one user session.
- PST export and import as a fallback needs the Mailbox Import Export role, PST files of 20 GB or less, skips items over 150 MB and imports about 24 GB a day per mailbox.
- For more than 500 users Microsoft suggests a multi pass approach, contacts, calendars and one week of email first, older mail in later passes. Delta Migration in PCVITA tool covers the later passes.
- DNS changes take up to 72 hours to propagate, so switch the MX record ahead of the cutover.

How does the Office 365 to Office 365 Migration Tool work?
Six steps move a tenant.
- Step 1. Open PCVITA Office 365 to Office 365 Migration Tool and select Microsoft 365 as source and destination.
- Step 2. Tick the workloads, set the date filter and click Next.

Can the tool migrate shared mailboxes from one Office 365 tenant to another?

What happens when the migration stops midway or some items fail?
Stop it, then retry. Stop Migration pauses a job in progress and Start Migration continues it. After the pass, open Re-Run Migration and select Retry Failed Items for the items that failed or Re-Run Full Migration to repeat the pass without duplicates.
Does delta migration move emails that arrive after the first pass?
Yes. Select Delta Migration under Re-Run Migration once the first pass completes. PCVITA Office 365 migration tool then moves only the items that arrived in the source mailboxes after that pass.
Can I migrate several mailboxes at the same time?

Does the tool migrate OneDrive documents as well as mailboxes?
Yes. Tick Document on the workload screen and switch on Migrate document permissions to carry the Read, Write and Comment permissions across. Teams and SharePoint sites need the separate Microsoft Teams Migration Tool and SharePoint Online Migration Tool.
